Why is the default 8-bit codepage [in MS Windows] called "ANSI"?

I'm sure I'm not the only one who's wondered about Microsoft's use of "ANSI" to describe their system codepages when ANSI apparently never published any such standard. Raymond Chen explains why this is with a quote from Ben Hutchings.
